Adult Social  Care Market Position Statement
How did ASC use data to inform their market position statement
As part of the Care Act 2014 LBL was obliged to write a market position statement that would help them shape the market for adult social care provision. To be able to write the statement, the business transformation team needed to be able to access reliable demographic information about the borough residents in order to look at and manage likely future service demand.
Background and aims
A Market Position Statement is a document produced by a commissioning authority that outlines: • What support and care services people need and how they need them to be provided. • The support and services available at the moment, and what is not available but needs to be. • What support and care services the council thinks people will need in the future. • What the future of care and support will be like locally, how it will be funded and purchased. • How commissioners want to shape the opportunities that will be available. The main aim of a Market Position Statement is to encourage commissioners, people who use services, carers and provider organisations to work together to explain what care services and support is needed in the area and why. To write the market statement position, LBL need to be able to access reliable demographic data about people living in the borough. They used the State of the Borough 2015 to access this data. What did they learn?
• Reliable data can be hard to come by if you don’t who holds it • The data owners are often difficult to ascertain • Teams across the council are often unaware of what data/information other teams produce
