Send first basic survey to all CTE programs in Alabama to find that applied for grants. 
Send second survey to CTE programs in Alabama that applied for grants.(Based on data from basic survey.) 
SELECT SCHOOLS
 TO INTERVIEW
Select 40 schools from districts to interview. Number selected in each district based on number of schools in district. Actual schools selected will be determined from 2nd survey. (See map for district layout)

Construct validity - Researching impact of grant writing and funding on CTE programs allows you to look at the behaviors associated with grant writing and how those behaviors correlate with successful funding and impact to the program.  

Beneficence
Interrater reliability -  coefficients to ensure the data collected from observations and interviews are consistent and helps ensures there are no inconsistencies in the data.
