HAVE A BASIC UNDERSTANDING:
It is essential to have an understanding of the social contract in order to have a successful government. The social contract is basically the relationship between the government and the people. Now that you know this extremely basic and uninformative contract, you are ready to build your government.

DEVELOP THE ESSENTIALS:
In order for your government to be a government, you need people to control. This is usually the main focus of most failing governments, so make sure to distribute your workload amongst other essentials, such as land for your government to control, and resources for your impressively tiny society to thrive upon.

DISTRIBUTE BUSINESS:
Though most governments decide not to worry about 'who is doing what', a successful government should always have a very keen eye on what everyone is doing at all times always and forever. That said, now is the time to recruit some of your citizens to work for the government. What could be better than working at the DMV?

ADVANCE YOUR KNOWLEDGE:
Now that all is settled amongst your society, you have a few minutes to learn more about the social contract. Everyone in your society has three rights; 'life, liberty, property'. As a government official, you are an essential protector of these rights. Here is where we begin to see the baby steps of a Lockean society.

LIFE, LIBERTY, PROPERTY:
This step is essential for setting your government apart from all others. Here is where we develop an understanding of what the words above actually mean. Locke believed the natural state of a human being was 'happy', as long as they had their basic wants fulfilled. This was the right to their own life, their freedom, and their land.

LAWS, ISSUING CONSEQUENCES:
What happens when a law-abiding citizen suddenly becomes not so law-abiding? Well,  when you lead a society, it's important to create a rule-book, like the ones with board games, except more serious. These rules (called 'laws') serve purpose for order in your society; and when a law is broken, punishment takes place.

PRESERVING ORDER:
Your Lockean society has now taken shape, covering all vague essentials most failing governments haven't. It's now important to take into account a worst case scenario- rebellion. A common issue that sparks rebellion is failure to obey your people's rights; life, liberty, property. To preserve order, respect these three small rights.

THE FINAL TOUCHES:
Congrats, you're almost done! Time to put a nice new polish on your somewhat sluggish society. It's important to stay in touch with your people, and learn solutions to possible issues coming to light to preserve a state of nature. It's necessary to enforce and update laws over time. As your population grows, so should your government.
